Cooley first became a "businessman" at the age of twelve when he and a friend became partners selling ice cream from a three wheel scooter. The insulated box was built by JC and his Father then secured to the scooter and the two boys were ready for business. The two boys worked all summer each day until either the ice cream or the day gave out. If the day gave out first they had to eat the rest of the inventory.
Cooley graduated from Borger Senior High School in 1962 and married his hometown sweetheart Glennda in 1966. He received his BBA from West Texas State University in Canyon, Texas in 1968 and was drafted into the United States Army. After serving his country for 2 years, one of which was in Vietnam, he returned to his wife, school and work. He was licensed as a Certified Public Accountant on February 5, 1975 and became a partner in Dickey and Cooley CPA firm on March 1, 1975 and has served in public accounting since.
